Stimulus funds intended to green state buildings sit idle

In a letter to Gov. Arnold Schwarzenegger, state Recovery Act Inspector General Laura Chick admonished the Department of General Services for spending only 1 percent of $25 million in stimulus funds available for the greening of state buildings.

The money came in as part of a $226 million stimulus grant to the California Energy Commission in June 2009, and by March, $25 million of that went into a state loan fund designed to help pay for energy-efficient retrofits in state facilities. 

"As of their June 30, 2010, report, (the Department of General Services) has only expended $121,788 or 1 percent of which they have been awarded," Chick wrote in the letter (available below).
