'Year of the checkpoint' delivered thousands of impounds

California traffic safety officials declared 2010 the “year of the checkpoint,” and they delivered on that pledge.

Police agencies ran 1,050 of the state-funded roadway sobriety operations just during the holidays (which include Christmas, New Year’s, the Super Bowl, St. Patrick’s Day and Labor Day) last fiscal year. That is nearly twice as many holiday checkpoints as law enforcement ran the previous year. In all, the California Office of Traffic Safety planned to operate more than 2,500 such operations in 2010.

And while the checkpoints are ostensibly intended to snare drunken drivers, officers impounded six cars for every one DUI arrest made, according to data from the Safe Transportation Research and Education Center at UC Berkeley. The center operates a grant program funding the checkpoints for the California Office of Traffic Safety.

Vehicle seizures totaled 17,419 last fiscal year. An investigation by California Watch and the Investigative Reporting Program at UC Berkeley found most of the motorists losing their cars at the operations were sober, unlicensed illegal immigrants.

Unlike in previous years, the most recent data documents how many unlicensed drivers police encountered during the operations. Under state law, motorists who don’t have a license or who have had their driving privileges suspended or revoked can have their cars impounded for 30 days. The fees and fines that car owners must pay to retrieve their vehicle often reach more than $1,500.

Police cited 12,867 unlicensed drivers during the 2010 fiscal year, according to the data. Not every one of those motorists lost their cars, but the numbers still indicate that illegal immigrants might have accounted for as much as 70 percent of vehicle seizures at DUI checkpoints

Impounds have become a revenue source for cities in recent years.

Local governments often charge unlicensed drivers a fine to get their vehicles released from impound – on average more than $150, finance records show. Cities, increasingly, also get a cut of the fees that tow operators charge vehicle owners, generating hundreds of thousands of dollars a year.

However, seven California police agencies have altered their checkpoint policies in recent months to try to reduce impounds.

Here is a breakdown of last fiscal year’s holiday checkpoint results for six of the seven cities aiming to shrink the disparity between DUI arrests and vehicle seizures.

They demand to make America into another Mexico, and the result will be the same as Mexico which they left because it is a failed state filled with drugs and demon worship and violence and gangs and lawlessness. Mexico is now the largest country in the world. It extends from Tierra del Fuego to the Canadian border and includes the Mexican islands of Cuba and Puerto Rico. Viva el spray paint.

Let's get real. There are people from all over the World who come here to California and think they are above the law. Here in Glendale, if you just speak English, you are the "odd" person. The so called immigrants are sucking up on the welfare, Sec. 8 and more to the point that we are running out of funds for the people who were born and raised here. A lot of these immigrants have jobs that pay them under the table and they still get money from the city and state. I get upset when I have to pay for them being here. Why are we not helping the homeless who were born here and not tossing the money to the immigrants! How are these immigrants paying for these cars and the up keep of them? I will tell you how....with money they got from welfare! Hey California! Let's look out for the welfare of the people who were born here first and let the immigrants suck hind tit for a change!

Fact: An Unlicensed Driver is almost as big of a danger to other motorist as someone who is driving intoxicated. Unlicensed Drivers kill innocent motorist. These two statements are undisputable facts. Kinda makes you wonder why this "news" article did not point that out? I am glad there were many vehicles impounded for unlicensed drivers. When the California Legislature passed the Safe Streets Act back in 1994, which allowed Police Departments to impound unlicesed drivers vehicles, the death rate in California was a staggering 15% of all fatalities being due to Unlicensed Motorist, and that, at that time (1994) there were more than 1.7 MILLION people driving in California! Most recently, the percentage of Unlicensed Drivers being involved in fatal accidents has increased to over 20%,according to the AAA Foundation for Traffic Safety! Yes that is right, fully 20% of all vehicle fatalities with-in the state of California involve Unlicensed Drivers. Further, this comprehensive study found that MANDATORY VEHICLE IMPOUNDMENT was the most effective means by which to reduce subsequent fatalities by the same group of unlicensed drivers. The stats for this were anywhere from 24-33% reduction in repeat violations and encounters. Gotta wonder again why this "news" article did not point this out. The simple fact is that people who are driving illegally without a valid drivers license KILL innocent people on a very frequent occasion, and this warrants their vehicle being taken from them and impounded to protect the public at large. Our elected representatives in Sacramento recognized this all the way back in 1994. Why is it that some people don't "get" it even now, and instead lobby for the continued allowance of Unlicensed Drivers maiming and killing on our public highways? With more people being killed nationaly each year due to vehicle accidents than in wars and domestic gun useage, all steps must be taken to eliminated this carnage. If anything, the various police departments need to do many, many more checkpoints for alcohol and unlicensed vehicle useage and impound their vehicles routinely. That alone will save innocent lives in California. Willful non-enforcement of State Law by various cities are aiding and abetting the killing of innocent motorist. This must cease immediately.

From the sound of it (and the impoundment stats as well) I would say: let's be honest. The check points have little to do with the sobriety of drivers! And, illegal immigrants do, in fact, perform many very useful services that 'Americans' don't want to do and in so doing make a very few 'Americans' wealthy. So, quit whining and go to work!! I am certain at least some of the whiners are qualified to do some of the jobs the 'illegals' are doing now.

It's sad for an old Viet Vet to have to watch his beloved nation being destroyed by the useless puke spilling across our borders. If it were my call, they'd be taken care of at the border....and they'd be dead before they hit the ground. And all those little gang-bangers and dope-runners would be joining them in the express lane to hell.

Let's be honest here. The 'check point' scheme never had much to do with driver sobriety (and the stats support that view). As for illegal aliens? Yes, they are here illegally. Yet, many do jobs 'Americans' think are beneath them. And in performing many of these low paid services they help in many ways not the least of which is to help make a very few 'Americans' wealthy. So, quit whining and go to work. Is that not a bit of what America is about? Work ethic? Surely there are at least a few 'American citizens' who are qualified for the jobs the they claim are being stolen by undocumented workers. A Viet Nam Vet!

Peter GET REAL: So doing work that is less desirable is a free pass to drive without a license, even though California law requires the rest of us to have one...that makes a lot of sense. In that case sewer workers should not be required to have valid drivers licenses...because I am sure the vast majority of Americans would not like to work in the sewer for a living. Another Vietnam Vet.

All-in-all, there are way too many people in California. My solutions ?? 1) reduce driving age to 14 2) allow open containers and drinking while driving 3) get rid of speed limits 4) let the Citizens of California have a good time in their cars. That oughtta do it - and pretty quickly, at that. Doug in Montana

I have personally participated in many of these LAPD-DUI check points and 6 to 1 ratio is probably pretty close and maybe even a little low. Those unlicensed drivers we take off the road be they illegal immigrants or not, pose a significant danger to the rest of us. Not only have they had NO formal training or testing on their ability to even drive a vehicle or properly read road signs, but the vast majority do not have car insurance either. So when they T-Bone you in the middle of the intersection and total your car and you and your family are injured...guess who picks up the tab for that...NOT them!!

Typical of the enforcement/cracking down mentality. This policy isn't resolving anything and is completely inhumane. Wouldn't it make more sense to let undocumented people get driver's licenses? That would stop a LOT more accidents from occurring and wouldn't leave so many people without cars to get to work and feed their families. Everybody would be better off and safer, including those worried about the "consequences" of having undocumented people in California.

DWATMAN: Yea that makes a lot of sense....everytime there is an illegal invasion from a foreign country we will simply change our laws to accomodate them...rather then have them abide by our existing laws....GREAT IDEA. Maybe we should change the OUR flag also, so they feel more love.

Gabrielson is implicitly advocating that unlicensed drivers, who are also often in uninsured vehicles, be allowed to drive away after police discover this in checkpoints. Any law that interferes with his illegal immigration agenda he opposes. That what this is about. And to that I would ask that people refrain from attacking illegal immigrants as some have done here. You need to ask yourself if you wouldn't take advantage of the opportunity that comes with being in this country which for most is an opportunity that entails being here illegally. Recognizing that doesn't mean that you have to accept illegal immigration. The people of a country have a sovereign right to decide who gets to immigrate and limit the number. Most people of this country want immigration limited and are against illegal immigration. But there is a powerful element of citizens of this country that have pushed an opposite agenda, including this reporter and the vast majority of those in his business. While people may be rightly angry over the mass illegal immigration they don't want, that anger should be directed to those citizens in this country that prevent the majority of citizens from having a government that represents them on this issue. It's people like Ryan Gabrielson that are the source of problem. Ranting at illegals will do nothing to fix it. In fact it will likely do the opposite, providing useful fodder to those promoting illegal immigration and diverting the attention from where it belongs, themselves.

This article is just pointing out statistics from DUI checkpoints. The facts/stats show most cars impounded due to the driver being unlicensed find the driver is an illegal alien (from what countries, that is not tracked I am sure). But I would also gather a lot of these drivers are US Citizens who either do not have a license (having never even botherd to get one) or have had their licenses revoked (DUI or habitual traffic offender), I don't care if you are a legal or non-legal resident of this state, if you are caught driving w/out a license (for any reason) your car SHOULD BE IMPOUNDED for 30 days or until you can prove you have a valid drivers license. Most hit & run accidents are caused by someone who does not have a valid license or they are drunk, either way they flee becasue they know they can be arrested or cited for the traffic accident and being unlicensed (or drunk). When these idiots flee the scene of an accident who do you think pays for the damage sustained? Yes, the legally licensed & insured victim and yes then that persons insurance goes up because they have to make a claim. Time for Chief Beck to take back his order to his patrol officers and go back to impounding ALL vehicles pulled over and the driver is found to be unlicensed, no matter what country the drivers legal home country is!I would like to know that if the LAPD would be held accountable due to negligence (not enforcing the law and impounding cars of unlicensed drivers) if you are hit by one of the unlicensed drivers they cited but didn't impound the car? I would think they could be sued in court for this for major injury or death!
