California leads other states in number of legal immigrants

Shouldn't Texas be below California and above New York and Florida for 2008 and 2009? At least, according to the numbers shown on hover-over. Well, actually, the numbers for 2008 and 2009 in Texas are exactly the same: 216,447—and are a significant jump from 77,278.
