State departments spend millions on unused vacation

California state departments spent more than $486 million between 2006 and mid-2009 to pay more than 52,000 departing employees for vacation and other leave time that they never used.

Use the database below to search for payments. The database, which we received from the State Controller's Office, does not contain first names of employees – only last names and first and middle initials, so keep that in mind when searching. Also, the lump-sum dollar figure represents an employee's payment for all leave types added together: Vacation or annual leave, comp time, holidays, personal days, etc.

Having large quantities of banked time are often unavoidable for many reasons. For many years the state has intermittently offered a voluntary program of issuing time instead of money, dating back to the Wilson governorship. Various time categories other than vacation can be banked. Since certain time categories such as personal holidays and furloughs days will expire if not used, vacation days are often used last. When there are employee shortages in a department, many remaining employees will have to defer their time away from work or even be asked to work overtime. In short, it's a system whereby the state has always tried to defer payment to its employees, so that when the employee finally retires there is a lot of banked time of many different time categories. Therefore, large banked time balances at retirement does not mean state employees receive too much vacation, rather it means that the state put off payments by instead offering time instead of money during that employee's many years of service. Many do not understand this, or worse, choose not to understand this because the current climate is one of blame.

Many of those cash payments appeared to violate rules designed to limit how much vacation time state workers can accumulate during their careers. Most employees are allowed to bank 80 days worth of unused vacation, but records show that supervisors routinely allow them to exceed that amount. And the problem is growing, state payroll officials said. Personnel documents estimate that as of December 2008, more than 14,000 state employees had already exceeded their vacation caps.

Of course maybe this could be another example of the amazingly good job they have done running the state budget. No wonder the state is in such great shape financially. They should just tell everyone in the state to go test drive all new cars and then give each of us one for free. About the same logic and sense as the rest of the states budget management. Don't you think?
